Is it normal for a lump to form on the lumbar spine 3 weeks after a lumbar laminectomy?

My fiance had his 4th lumbar surgery (this time laminectomy) and now there is a rock solid lump on his spine right above the incision. Does this indicate spinal weakness or is it normal? The docs said they would have to watch for spinal slippage.
